OK does anyone know how i can have this:

I have a basic table set up on a site. in this table i have images in there for my users. I want to know if there is some how make it so if the image is bigger than the table it can be changed to have a certain width. But i also want the images that fit within the table not to be streatched and left alone. If there anyway?

You can use getimagesize() to get the size of your image. imagecopyresized() could also be handy - depending on how you go about doing things!
