You'll probably need to modify the overall_header.tpl file in the templates folder. It's possible the whole forum is inside a DIV of it's own. in which case you can add a width:798px; to its style attribute, if not then you can add a <DIV> tag to overall_header.tpl, and then add the closing tag into overall_footer.tpl.
