First off, lets not be using all capitals and be using full stops! hehe. Dunno how many people must be sick of me posting this site now, but the site i learn a lot from is Sitepoint.com, they offer a lot of PHP scripts [Edit: I mean tutorials!], mostly for practical use, like image galleries and mysql integration. You mentioned you wanted a PHP and Database driven website, check this article out, it's all about database driven websites. There is also an article there about Site Engines, might wanna read that.

By the way, Excel is not a database, it's a spreadsheet. You will need a host that supports PHP and has mySQL installed, and phpMyAdmin also, this will make database management much easier!
