Hi Audra, i take it you're new to PHP?? If so, you might want to check this link out about getting started with PHP, as it it answers all but the latter of your questions, be sure to go through all the chapters.
As for how to upload images in Perl/CGI/PHP, i can only tell you about PHP, since I left Perl behind a looooooooong time ago (it's poop). Sitepoint.com also has this tutorial but i honestly can't tell you if it's any good because i learnt about images in PHP off my own back
