The answer to your first question is that even though you can't access the php.ini (as it should be, at least in a hosted environment), you may well be able to accomplish what you need using ini_set() - take a look at the options and give it a try.
For your second problem, I'll need to review the attached code. I will when I get a chance, and let you know what I think.
