You need to find the path where mysql stores its databases. Usually it is either specified in /etc/my.ini or /etc/my.cnf. If there is no such variable then just locate <any_table_from_your_db>.MYD and go one level up. Now you must create new folder called mysql there and place there following files:
columns_priv.frm
columns_priv.MYD
columns_priv.MYI
db.frm
db.MYD
db.MYI
func.frm
func.MYD
func.MYI
host.frm
host.MYD
host.MYI
tables_priv.frm
tables_priv.MYD
tables_priv.MYI
user.frm
user.MYD
user.MYI
You can find them either in fresh mysql installation or take them from your local server.
Don't forget to chown -R mysql:mysql and chmod -R 755 to this newly created folder.

What do you mean "repair"? Are you running mysql in Windoze? I'm not sure, but anyway if you try to repair then it won't be worse than it is now.
