There is quite some work to do for this. You need to come up with a database and do some custom scripts. Have you get started some where?

it can be easy to a certain level, but if you muck it up the first time it's pretty hard to put right. You need to really plan it all out, what information you want to store, how users are logged in (using just session or cookies or both?!), how they register, how you can control them, how they will be restricted on certain pages, do you want user levels (admins, mods, etc) ?

Im not really sure, I basically just want it to were they have to register and login to view some of the pages. But if its too complicated to do more to it ill just stay with the basic login to view certain pages. I dont know which is better, session or cookies. But Im thinking sessions. I just need some help setting this up.

there is a easy way, when user logins set a cookie, you may change cookie variable to make a level statement if u want to make access difference also, in everypage, make a if(isset(cookiename)) statement. it will get in to if statement if there is a value setted into the cookie. if not you can display that he/she has no permission to access this area. simple but it works

Ive searched around and found some free scripts to use and some that cost. Im on a budge and cant affor those that cost. But I did try to install the free user management scripts. But I kept getting 500 internal errors or permission error. My host does support apache, mysql, php etc. So im not sure what did it. I chmod the files to 777 as it said in the scripts readme file. Basically Im having more trouble trying to get a user management system than I thought I would. As I said above I dont know much on php. Can anybody help me out?
