Generally, you have to pay a third party to connect to their database and look up all the zip codes (or post codes here in the UK) and that usually costs mega money, i did a tiny bit of research into this. It might be of help if you find a website that uses Zipcode locating (insurance companies use it a **** of a lot so you only have to give your house number and code) and email the tech-support or webmasters as it's usually a dedicated IT team who probably have loads of time on their hands inbetween putting people on hold.
Deviantart.com uses a different system; because not everyone live in America. They use Logitude and Lattitude Co-ordinates to locate exactly where their members are, and it works very well! Try doing a google on it.
