I am trying to have a combo box which is auto-populated depending on the selection of another combo box.

Is it possible to pass a multi dimensional array into a javascript function?

Yep.

You simply echo out the client side code to build the array
for example
Code:
echo "<script type=" .chr(34). "text/css" .chr(34). ">\n" ;
echo "js_Array = Array(" .chr(34). .$php_Array[0]. .chr(34). "," .chr(34). .$php_Array[1]. .chr(34). ",".chr(34). .$php_Array[n]. .chr(34). ")\n" ;
echo "</script>\n" ;
Not tested BTW
