I dunno how to do this but what i want to do is the following:

I have this site www.championshipfl.com but i want people to select a sqaud with 65mil as budget.

Theres gunna be drop down lists for them to pick players from but what i want is when they click on a player and say hes worth 5m itl take 5m away from 65m without the page refreshing. Its a bit like on www.gameplay.com when u click a button and it adds to basket without refreshing?

You will need to look up Ajax, while this solution can be done using just javascript I would suggest creating a static version first and then adding some nice Ajax on top and thus create an accessible application.

Also, be sure to check out YouTube for Javascript tutorials. You should be grounded on the basics of Javascript, because AJAX is pretty much that. Because you said you're not sure how AJAX works just remember this - AJAX is not a technology in itself. It is a methodology that uses the combination of Javascript and XML.
