You're going from 400 dpi to 72 dpi AND then getting rid of over 90% of the pixels in a resize. Both are going to force the program to "interpret" the picture and then do something with all those missing pixels and interpolate replacement pixels. Also, although having 400 dpi makes the initial image look crisp, you can see what happened to the second picture by zooming in on the initial image... the tif does not look crisp at all. In fact, the first jpg looks pretty faithful to the original image.
