Hoover, of course, was president during the First Great Depression. Like GWB the Socialist, Hoover denounced and worked against the laissez faire free market - also, each president gave lip service to tax cuts for lower income Americans, but never saw these through.
Both were Republicans, and both with terrible, lasting, painful legacies, although, to their credit, Hoover got Al Capone and Bush got Saddam.
Hoover, also, was a tax and spend Republican. His policy combined with conditions at the time to drive the US debt (and unemployment) up drastically - just like Bush. Hoover's "reckless and extravagant" spending, as well as too little too late approach to the economy, is much like Bush's delegation of responsibility to Henry Paulson, extravagant spending on the Iraq quagmire, etc.
On the other hand, even today's Republicans are thanking the Good Lord for Franklin Roosevelt's FDIC. Perhaps a new New Deal is needed?
