A friend and I have just started up a new website offering free tagboards for other websites.

It is mostly aimed at people with homepages who want people to be able to post short messages on their sites.

Does anyone have any ideas of how we could promote our site for free?

I would say that the best way to advertise it would be a small 'provided by' link, but as you are doing it advert free, I suppose that would defeat the object.

You could try submitting to remotely hosted scripting directories like:
http://www.hotscripts.com
http://scripts.gowansnet.com (shameless self promotion )
and I'm sure you could find some if you do a search.

Try exchanging links with webmaster related sites and adding to their directories:
http://www.freewebmasterhelp.com/directory/
http://www.123webmaster.com
and many more.

You could also ask people to promote your site, for example when they sign up encourage them to tell a friend. Perhaps give them a voluntary advertising code to put on their site, as many people will be willing to put a button, banner or text link if they like your service.

Submit to DMOZ, it will get you a much higher ranking in Google.

Tell everyone you know.

Can't think of any more at the moment, but I'm sure there will be some more suggestions.

Go on yahoo, and search for "webmaster resources". You'll find a ton of webmaster related sites that you can offer your services to. Also, check out http://www.cgi-resources.com, there are a lot of webmasters looking for scripts of all kinds.
