Link building is an important work for promoting a site. It helps to get a good rank as well as response if the links are made with relevant sites.Many times it is found that the links have been built with sites no related to our sites or theme.In these cases sites are not considered as well-running and lose importance in the eyes of search Engines.that is the main issue why in spite of making huge links a site does not get PR. I think making a huge link building does not help getting PR. It only depends on the relevant links back from good sites.
