all those sites will be great, but you'll have to enquire about advertising costs.
as far as search engines go...have you optimised? got links? submitted to directories? if not, you need to now!! traffic won't come, no matter how many times you submit, unless you're tuned up for the engines.
for advertising, you need a budget. before you advertise on any of the sites, get visitor statistics. pay for impressions / clickthrus and NEVER the amount of time your banner is displayed. clickthrus is the optimum package, because it means you KNOW exactly how many people will come to your site. 1c / 10 clicks would be a really good rate.
to get webmasters, post an add on your own site on the homepage with brief details and a link to a popup, smallish sized window with more details that DOESN'T scroll+has an application form link. that way, peeps who are interested can get instant info+send an instant application to you.
one more thing, get a link to your site in your sig here. you're losing traffic by not doing it, and possibly potential applications for the webmaster positions as well!!
