If you don't have much to spend I would recommend the following:
  1. Set up an affiliate program on something like Fineclicks. If you pay out a decent amount for every sale, you will be able to get new customers and only pay for them once you are getting income
  2. Focus on any unique features you have. Anything to set you apart from the competition.
  3. Run limited time offers. If you force the customer to order, for example, within a week, they have less time to consider the decision and investigate the compettion, so are more likely to sign up with you.
  4. Offer free trials. People are far more likely to buy a product they have used and liked.
  5. Run contests. Find websites who have the same sort of audience you would be looking for and then offer to do a deal with them. They have some sort of competition on their site/newsletter and you offer, for example, a year's free subsciption to the winner. You will get a lot of exposure this way, and the only cost is the year's subscription to the winner.
  6. Co-brand. An idea could be to let people co-brand your services and sell them as their own. For example, WMT could sell the Webmaster Talk Live Feedback System, and would get a % of the customer's subscription.

Whatever you chose to do, targetting is the key. There's no point in spending money on advertising to people who don't want to buy your service.
