For better results you really should wait for your directory to be indexed before offering a link exchange. Most people wont be interested in having a link from a site that is not in Google's index.

If your interested in exploiting one way links (which do offer more weight) we can offer you an exchange with two of our sites which are both optimised well with PR, however we would only be able exchange with your main site.

The directory is linked from all the pages of the main site, so indexing is not a problem here. And I also dont care too much about the PR of sites that might be interested to exchange links.
