60,000 targeted impressions - is that good or bad? It would be $75 for 2 months if someone cancels the program after that.

Personally I wouldn't go with that. I'm assuming that it is through their banner exchange network. Admittedly I wasn't paying then, but when I tried that, I hardly got any clicks at all.

Personally I'd find a site that relates to your target market and then ask them for advertising rates... Some can be very good value (less than $1.25 CPM anyway).
