The title says it all - I have a German website to monetize. Does anyone of you have experience with any German ad networks (CPM, CPA)?
I know that CJ has some German affiliate programs, but I am curious about the others as well.

You should look into affili.net. I haven't tried them myself yet, but they are quite big and I'm going to sign up when my new site goes live. Other than that there's doubleclick.net (you need 500.000 PIs per month though from what I remember) and valueclick.

Try zanox.de or superclix.de for german traffic

I would also suggest zanox, they are one of the leading ad networks in Europe.
