I'm looking for an ad provider that can get a decent interstial CPM rates (PayPal payment is a plus).

I've checked valuemedia and adbrite but valuemedia's JS code didn't fit well.
(Applied to azoogle, but have not been accepted yet)

Any recommendations or suggestions?

People will link to that page from external domains - and when somebody comes to that page from anywhere, I want to show interstial ad.

With VCM, you are supposed to add Javascript code in your links that should display interstials.

You are right. I don't like and my visitors too. But what to do when you don't get clicks?
