A 'call to action' is pretty much what the words say. You want someone to take some kind of action, maybe contacting you, or subscribing to your blog, or simply clicking on a link to another page of your site.
The call is what you do to get the visitor to take the action. By changing the wording, color, shape, etc you might get more people to take the action.
I'll use the link your signature as an example. You'd obviously like people to click the link and visit your site. The link is your 'call to action.' At the moment it's a simple link with the words "Do you run a forum?" It's possible if you changed the color or changed the words to read "Click here to become a better forum administrator" it could lead to more or less clicks on the link.
Studies have shown that if you want people to take an action you need to ask them or command them to take that action. It's one reason you see "click here" used in links. It's a command that tells the visitor exactly what you want them to do. What works best will depend on the specifics of your site, but there are some general rules to help improve your 'calls to action' and get more people to take that action.
