Adsense, in my opinion, has become one of those programs where 90% of the results are produced by 10% of the people. You have to be highly dedicated to your projects and above all consistent over the long term.

If you put Adsense on a brand new site without much traffic, of course you won't make much.

Just like with any advertising program... you need lots of quality traffic and good content to increase your earnings. There is no "easy button".

Keep building content and traffic, and it will come to you.

I have some success with adsense. The key is to build a website you love to work on. That way you will always have new content.

Realistically the only steps you need to take for Adsense are:

Good ad position, say in top half of the site.
Lots of quality traffic
Good blending into the site
Etc..

I am earning more these days than I ever did with adsense. Its exactly what everyone else has mentioned.
Good website content; proper ads placement; continuous on-page and off-page seo; consider free and paid advertising options to bring in visitors to your site.
