I find it best to have the payment system in place from the word go.
This was potential users or current users can already see how to pay

Well it depends on the site and also what your ultimate objective for the site is. If it's a site that's worth paying to have access to, yes, put payment system in place, not after you have members, it's like surprising your customers at the last moment, they hate when you do that.

But if the content is something that people can find all over the places, then put ads.

It depends on the service. If you have to pay to signup and use a forum, then personally I think it will not do to well, but if you can use your site freely and get free stuff, but to get something customized like a T-Shirt where you have to signup then I would have that option straight away.

I would have a certain portion of your site that is free and other advance features or areas that require a subscription. The "Freemium" model.
