I need some help determining how much to charge for my local niche directory initially. Basically how to convince businesses to list their business in my directory without any existing traffic since it is a new website
Nothing at all, because without any way to show advertisers how it may be beneficial to them, that is exactly what it is worth.
When you have it promoted sufficiently to be getting and passing on qualified traffic is when you can think about charging people.

How do you suggest I do this? Create profiles for the businesses and then at a later date say your profile will be deleted on a certain date or you can pay a fee to keep it open?
How do you determine how much traffic is passed on to the businesses? What if they do not have a website?
Or should I create about 500 articles and post them on the website and then later add a directory to the site? Either way, I wanted to add about 500 articles to start getting some nice traffic immediately.

Start hunting around and find sites that need a little bit of help. Offer it to them for free. As a business they have nothing to lose. Once you build up a portfolio then start charging. As your first sites reach the 6 month mark start letting them know they have to pay the rent. If the site has been on there for free but see value in it they will pay to keep it. If not, they'll ditch but as you're losing those you should already be replacing them with paying customers.
