I think that's part of why many would say there's a manual component in all this. Google's idea was to prevent sites from ranking through a Googlebomb for a phrase they obviously wouldn't want to rank for.
An algorithm may have cleaned up some things, but my guess is that algorithm was told manually which sites to clean up.
