To answer the question "are paid links useful?", I have to say yes AND no.

If you are looking to increase your PageRank or SERP from this, then it's probably not a great idea.

However, you haven't mentioned PageRank so hopefully, you have realised that PR is a waste of time, and traffic is most important. If you are looking to increase traffic, then paid links or advertising can be a very good way of doing this

In addition to what whym says, it depends on what link you buy. It may be that not all visitors to the page your link appears on will be interested in your site. You need to think about the kind of visitors that page is getting, and what their needs are (and whether your site can satisfy those needs).

I'm not too experienced in link buying, but if I was looking I would try and think of other sites my potential traffic would also visit.
