The first step is to create a quality web site. Everything else hinges on that. If you direct your energies into sincerely trying to provide something useful to the public, you will find it less of a struggle to get people to your site.
It's a weird question too - what do you mean by 'quality traffic'? Do you mean traffic that makes you money, traffic whose needs are satisfied by your web site, or maybe traffic that is refined and has extravagant tastes in wine and chocolates?

Hirst nailed it on the head...a quality website will find quality traffic.

I have to assume that when you say "QUALITY TRAFFIC" you are referring to traffic that Converts (Buys something).
As others here have already mentioned, you need a quality site to produce quality traffic. However, as to not be totally duplicated I'll add a bit more for you here.
Once you have a quality site up & running (Or think you do) - Ask yourself these questions again to make sure: - What do I offer that is Unique & Niche in my competitive market? (Originality is essential here)
- Would I Buy from Me? (If not, rethink your business plan)
- Do I talk about me & my company all the time on my site or do I use "YOU" allot to get potentials involve? (Its important to get the potential involved)
- Am I blatantly trying to sell a product or service (High Pressure) or am I trying to educate the consumer about the product / service (Low pressure)? (Human nature is to put a wall up when we think someone is trying to sell us something - Educate them & release the pressure a bit.)
- What is my competition doing? (In order to compete you will have to know what your competing against.)
The above is just a Portion of what you need to ask yourself in order to make sure you have something of Quality to offer the potential consumer. I'm sure it gives you the basic Idea though right?
I wouldn't waist any money on advertising or marketing until you have that down, at least (Might as well throw the money in a fire).

Alternatively, if you want to cut corners and forget this silly quality web site idea, I've got some quality traffic I diverted into my basement from the road outside my house. Admittedly, it's 'low' quality traffic, but it's traffic nonetheless.
You can have it for a monkey.

Could you clarify a bit on that?
Is there a higher quality traffic then that of Buyers?
I felt my assumption & advice was quite accurate to the relevance of his question. (However the word "Assumption" was being used merely for the fact that sometimes people don't know how to form a proper question to match the situation.)

I don't think his reply had much of anything to do with your train of thought. John likes to kid. People who change from one religion or church to another are "converts," like how Germany's anxiety over converts to Islam has been in the news lately. My guess is John was taking the word out of context to make a joke.
Of course, I could be wrong ... maybe he's talking about demographics. But I doubt it.
