Google have publicly condemned the buying/selling of links to improve ranking, so the fact that your first SEO is suggesting renting links to improve ranking is very telling.
I know it's easy for me to say now, but SEO isn't a discreet process - i.e. you don't just bolt it on after you've finished building the web site. You could almost argue that if you've built your site with a good structure, and have made it usable and useful for your visitors with the kind of content that is going to attract links, much of the SEO work is done.
For what it's worth, I wouldn't hire either of those two companies. I would learn about SEO from some reputable sources and do it myself
