The stupid thing about this is that you may actually have a bit of a point. PageRank will attract certain visitors to a directory site, and a good directory does need sites for content purposes.
Buuuuuuuuuuuuuuuut...and this is the important part...
You're not going to attract anything or anyone to a directory that you'd want to attract (i.e. people that will use the directory) unless you do something original or unique with it. See, your problem is that you know you're supposed to attract traffic, but you don't know what kind of traffic to attract.
If you want to follow a successful directory model, look at www.websavvy.cc . Don't copy what she did (because that's not only wrong, but because it would hurt both of you in the end), but look at what she's doing with that thing. She's got the accessibility happening, she's got quality sites, she and her team do a buttload of work weeding out the spam, and she's built something useful.
If you can do that, you don't have to worry about PageRank or any of that other stuff. You'll have something people will actually use beyond just dumping their site off and leaving, never to return.
