Ravi, you're chasing a rainbow here. But to be fair, most people end up doing the exact same thing. I'd even go so far as to say everyone starts out doing the same thing.
What's the rainbow? Obsessing over search rank, and thinking link building will get you there, especially two months' worth. Search engine referral traffic, particularly with Google, is not an overnight thing...it takes months, and sometimes years, and sometimes doesn't happen at all.
Not only that, rank checking is a useless activity. You're seeing variance between 19 and 27 in terms of your site's position when you look. It can often be much greater than that, due to things such as personalization, different datacenters, different servers, geotargeting, and other such factors.
You also mentioned that you "can only link exchange" and you don't seem to be getting one-way links. This suggests that there's a deeper issue with your site. Why can't you get one way links? More importantly, why can't you get organic one way links? Things like consistent navigation, clean code, and other user experience factors come into play here, and this is what is usually wrong with someone's site when they ask a question like you just did.
