I'm not sure really - why do you need bulk/unlimited requests anyway?

fastreplies hit on your issue. If you want to do WHOIS lookups on that much data, you'll either need to be a domain registrar or a reseller. This avoids abuse of WHOIS for things such as unlimited lookups (why would you want this, anyway?) and email address harvesting.

I like whois.net But in all fairness, I don't do a lot of whois except when I get some special idea for a domain name
