just go and submit to the both of them...as long as you don't get bored on submitting, go for it.

IMO, social bookmarking is more on driving traffic and directories are for indexing and link building.

If you mean the nursing agency in your site, I'd go the directory submission route. Social bookmarking sites would shoot you down because, let's face it, your site offers nothing of any real use and is just a low-grade late-night-infomercial sales plug. Social bookmarking sites tend to be more effective for sites that have some interesting commentary, a goofy picture, a screwed-up video, or some other complete waste of time (like most of my blog, for example...that's a real good waste of time.)

Directories, on the other hand, don't seem to care as much. They'll let just about any site in these days...unless you get an editor, such as Deb over at www.websavvy.cc , who has half a brain and can spot crap from a mile away.

So...in your case, I'd vote "directories".

You don't "submit" sites to social bookmarking. Think about what social means. You watch Dave Chappelle? That's not social. It's a hard sell. Those aren't what social media was created for. And like Van Gogh said they aren't popular on social media, so it pays to show a little respect for the system.
