Doesn't exist, nothing to get out of, therefore, nothing to worry about.

A lot of people confuse the effect of normal site/business growth with that of a "Sandbox". Simply put, they don't see much traffic to their site for a period of X, then they go screwing around with things, adding more content, changing the layout, getting other people to share the site, and experiencing the same growth that brick and mortar businesses experience without realizing that this is the likely cause and effect. Hence, the Sandbox theory.

In other words, it's a theory created by SEO idiots (along with the -X penalties) who examine a small series of unrelated things and come to an illogical conclusion.

The so called "sandbox" is simply an effect created by links not counting until the source is "trusted" is the simplest way of putting it.
