I've been working on a set of webmaster tools over the last few months and I've been testing out this one...

Keyword Density Tool

Any constructive feedback and/or input on what webmasters would like to see in this tool is much appreciated.

Well.....there are some tools availabel to check Keyword density on the web like-
http://www.seochat.com/seo-tools/keyword-density/

and

http://tool.motoricerca.info/keyword-density.phtml

but its hard to say about accuracy.....

Well seeing as there is no such thing as the "correct" "keyword density"

Anywhere from 1 to 100% is perfectly accurate

I have seen some sites do well with an extremely high keyword density (like 15%) so best simply to check the competition!

I will visit the other URL where you give the theory soon... I know that you cannot exceed a certan quota of keyword density without seeing your page being classified as spam, however the fact is that search engines work with word sets and not just isolated keywords. Well, I think it's a good tool anyway; it's just bad that one cannot know in advance what is the optimum percentage for a keyword but of course you can't know this neither.

Are you discarding pronouns and particles?
If so I think you should check with Spanish/German/French particles an pronouns also when you have finished.
Small bugg:

When I pumped the content of on one of my page I also got this:
keyword: alsoavailable 0.65%
externalreferrers 0.65%

On my original page there is a space or a line feed or cr and the words appear correctly in HTML, so your appication is just checking for spaces and probably not LF/CR.
