yes, its best to find link manually by request and by communicating. Try the link exchange section of this forum and post up that you are looking for a link partners. Trade link requests really needs a lot of patience.

Whenever I get emails like that, I always file spam reports and forward them on to Google.
Don't bother is the best way, have a good site with useful information and you'll get the kind of links worth having.

Sometimes I search for relevant sites on google... And then I verify the site if it would benefit my site or not. And then contact the webmaster through email or link exchange letter...
I got good responses from forums like this and I think its a good and fast way to trade links.

sometimes I do use the serps and get all the related sites I found then make a link exchange letter sent to the webmasters, and some other times I used the directories to offer a link exchange.
i trade links through forums for faster negotiation, approval, and so i can evaluate the site immediately.. but of course, i still do sending link exchange letters for some sites that i think i can and they can benefit.

Do work on your content to make it useful with some uniqueness so that users really love it and go for quality directories for submission and also submit articles to popular directories and if your going to exchange links than link only most relevant sites and have a little patience.
There are some webmaster who looks at the PR of the site. But in my opinion relevancy, traffic and the content of the site are good factors for a quality partner.
The main point I want to get across is that in 1-2 minutes, it was easy to tell whether a site was (over)doing reciprocal links or trying to buy links.
For Me, you should find a relevant site from yours, then find if it is available for link exchange, and for last contact them manually by requesting to the site webmaster through email!!!....

And whenever I get emails like that, I try to spambait them. I either publish the dialog or the original spammy email so that others may be warned that they're about to be approached by someone who's been convinced by the great SEO unwashed that link exchanges are the silver bullet to SEO riches galore.
However, there is a great way to "trade" to get links. Do something useful with your site. Make it unique and compelling. And you'll get organic links that send traffic.
Or to summarize it in sports terms:
"A transaction was completed today between Site X and Site Y. Site X provided useful content in exchange for an inbound link from Site Y and traffic to be named later."
