I am fairly sure that PR itself is simply calculated by the number of backlinks it has. Nothing more.
Toolbar PR is only one of about 100 (maybe more) things that Google uses to rank it's web sites. Therefore it has very little effect on actual rankings.
There may have been a mini PR update recently - I noticed that 1 or 2 of my sites changed slightly. However, it's nothing major and I'm not expecting a sudden jump or decline in my traffic
