I know PR is not important - but a link to my site from a site with a PR6 would be way better than a link from a site with PR0.

But how much so? Would this greatly improve my ranking or is it also a waste of money and Im better linking to cheeper sites which are PR2 or PR3?

Quality of the links and not really the PR. Of course you should get the most relevant sites you could get your link to.

From a purely SEO point of view, neither. Toolbar PageRank is a highly manipulable object and can even be faked by webmasters who know how to cloak. So a PR6 link may not actually be a link with a lot of PageRank to give as such...or even any.

From a purely traffic point of view, also neither. Sometimes PR0 links can send lots of traffic, and sometimes PR6 links can send none. I've actually had hundreds of visitors from referring links I can't even reach because they're part of internal networks (IBM is notorious for this.)

The best links you'll get are the ones you didn't try for. It's that simple.

PR is a measure of how important a page is in terms of googles point of view, but have to keep in mind that is when the last update took place. as AdamWebDesign mentioned PR can be fake, so its always better to check the incoming links for the page if it shows a high PR. there might be new pages with PR0 but is better than PR6 simply because it got more quality links created after the last update.
and also when some people sell links (if it is a PR6 page) they sell quite a few links (abt 20), then your link might be included with links to sites which are not related to yours, so it looses value. try to get links which relate to your site, and if possible try for links which are in the content.
look at what sort of pages do connect to the page which you are placing your link rather than PR

If you are passionate about something it will show in your content and sites looking for good data will link to you. If they are smart enough to recognize your info quality is up to par, their sites are likely well trafficked too. They win - you win and PR be damned!

I would certainly stop judging a link by its pr straight away, try to get links on sites that will get clicked on and bring what you think will be the right kind of visitors, but as adam said the best links usually come from other people who are passing ur link on to others.

My theory is that a web page can give another web page more Pagerank juice if the twice sites are closely related in content, but not duplicate. I would see it as impractial for Google not to do this.

At ABSOLUTELY no point does content come into the PR calculation.
