I have a site that I would like to improve its google ranking.

I have had a look at it with the domain tools whois and the Description Relevancy is 57%.

What is this based on and how can I improve it?

The page rank is PR: NaN

The SEO Score is 97% - how can I impove this?

Those are obscure words that means nothing.
The "description relevance" is something that has been created by the web site you have visited, and only them can tell you what it's based on.
Forget about them, and forget the PR too. they are useless.

Try to improve your user experience, provide them infos/facts/fun that you have written, and your site will climb in the results.

What makes the SE favor your site in the results is what the peoples want to find.
Provide your user a good source, and you will be treated well by the search engines.

Ok. Fair enough

I've built two sites almost identical, one comes up on page one and one comes up on page four - from different searches.

I'm not sure what else I can do to the one that is coming up on page four.

Any pointers?

get rid of the duplicate one.

There isn't a duplicate one.

They are both for different services but offered by the same person hence the similarity.

Of those, two are the same and the others are different.
