Nobody can give guarantees. you check the PR of this site PR is 2. Can you believe on that, if they have techniques to increase good PR why site PR is 2. Why they are not use good techniques.

I would go with PR being more useless, since it drives webmasters insane and promotes useless promotional programs like this site. So, if PR didn't exist this site would most likely not exist, so I blame PR!

I wouldn't go there if I was you, been there done that. I use another provider, and so far they do what they say...

I myself saw that webpage also, and checked some reviews... they are just using sponsor listings like Google Adwords, so this is their guarentee but you can make it your self with Adwords and you can increase your traffic much more
