No confusion in this keywords just one is in small and other is in capital letter.

If anyone search with Business or business then the result will be same...
may be 1 or 2 ups and down....But if we use code "" then I think the index software takes the capital as prime....so the difference shows....

Not sure about anyone else but i would never use keywords tag with capital letters, always lower case for me.

As far as I know, there are no differences. But I much prefer using lower case for my keywords in meta tags.

Google searches are NOT case sensitive. All letters, regardless of how you type them, will be understood as lower case. For example, searches for george washington, George Washington, and gEoRgE wAsHiNgToN will all return the same results.
