So let's say that I have a forum about India. I don't because I know nothing about India, this is just an example. I want to promote it using AdWords. So I use AdWord's traffic estimator. Let's say I want to be really conservative. So I put in a daily budget of $1.00 and max cost per click (CPC) of 10 cents.

Google then says the average CPC is 5 cents and it estimates 2-6 clicks per day. Great, so go and create a pretend "India Forum" ad with the settings above. AdWords then informs me that the minimum CPC must be $1.00 for it to be active for search.

What am I missing here? Is the traffic estimator only for content network sites?
