I'm considering moving my domains to a new webhost, which means they will all get new IP numbers. Will this in any way affect my SE rankings or Page Rank?

Not if it's done smoothly... Important things to consider:

- Let the website remain on the old host / IP for at least two weeks. SE's has their own DNS service and caches DNS for a while so they might still request your website on your old IP.
- Is the bandwith for the new server as good as on the old? If it is slower (even just in peak periods) then it can affect your rankings.
- Have you tested the new host before moving your site. I'd always do a 2-3 week 24/7 bandwith and uptime testing before moving to a new host - just to feel a bit more safe.
- Test the entire website on the new server before actually changing DNS. Set up the website and check that everything seems fine!

How can I do that?

Another question. The new host I'm considering has a choice of Plesk control panel included in the base price or it's $10 extra for C-Panel, which is what I am used to, along with PhpMyAdmin to manage the databases. Anyone have experience with Plesk? Is there much difference?

Both Plesk and Cpanel are really good in my experience (I used them on my dedicated servers - your needs may be different if it is virtual hosting). If this is for a dedicated server, you may want to look into which is likely to have the quickest updates and patches when new versions of system software come out (especially security patches), since in many cases you cannot simply upgrade the individual programs manually without potentially breaking the panel.

I use Cpanel right now, and it's been a while since I had Plesk, so I'm not sure what Plesk is like compared to a few years ago. My impression is Cpanel does have a lot more features and extras - though whether you need those extras depends on if you'll use them or not. For all the main basic stuff like managing domains, email, etc, both do equally well. I would say compare the features, and decide if just the extra features are worth the cost.
