Like Sohaib says, Yahoo likes on-site optimization more. For example, I added a text tagline to a blog, and it ranks #2 on Google for a tough keyword. Google used to have it in the 70s/80s (PR 5, massive linkage) but it would appear I'm lacking some strength for them.
Incidentally, and this is just a hunch, I get the impression Google has something similar to MSN's neighbourhood ranking in its algorithms. If you're linked to from, say, a bunch of French sites, you won't rank for "american cars." Because I recently got some important link love from major blogs in the niche, but they covered a different geographic are and my site is now in/out of the top 100 on google (100 on the mark, the other day).
