Matt Cutts: "Google treats bold and strong with exactly the same weight"... in this video. (in one of his previous videos he said the difference is negligible, and updated to say Google confirmed there is no difference at all). Since the W3C recommends strong, use strong. The same goes for <em> versus <i>.
It doesn't matter for search engines, but strong is better for handicap accecability. For instance the blind have programs that read the text to them. Strong words will be read more loudly, whereas bold will be read like any other word.

There's really no difference, I personally use strong just because it's what I'm used to when I was first learning HTML, could be different for you of course.
You should use <b> if you're going for a purely cosmetic look, and <strong> if you're trying to make a point (like when you're speaking and you really emphasize a part of your sentence). Some screen readers interpet <strong> in this way and will speak louder, or with more emphasis, when they hit a <strong> tag.
