Michael, don't laugh, but I've never heard of this. And I consider myself to be a nice SEO brain.
But with this info it explains a lot.
Recently I was doing research on 'investment' keyword, and I was shocked with the quality of results. Few info sites - the rest are reputable investment companies (like "Invest into Jordan" supported by their government, etc.) Where the usual sh*t? I asked myself. Went to more specific results - here they are, blacky and grey sites that Google even after Big Daddy did not manage to cut down.
Now I see. On some of the fields that Google is interested in, they need human factor to interfere, because otherwise Google cannot deal even with cloakers (I mean :devil: smart :devil: cloakers). So, this is a white flag. It's the same to Google saying that their algo is good (and it is good, at least better than anything else), but this algo and all improvements that have been made cannot filter out lots of manipulation mechanisms. No matter how hard they tried - and this is the victory of SEO.
Moreover, human factor - ok. How about Brin and Page "We don't manually assign keywords to sites, nor do we manipulate the ranking of any site in our search results."? Now it means humans partially but manipulate the SERPs.
