I don't think changing DNS or different host ip will effect your ranking in Serps. The only thing will hurt you is that if your site is down from the transfer.
If you are getting a new hosting account, set everything up so it's working, then transfer the DNS to the new host. Leave the old host running for awhile about a week or two. This is for the spiders and visitors to overlap the cached DNS data.
