There is no fixed amount of backlinks. It it better to have more backlinks. When your backlinks are more it helps in getting high PR. To get high ranking in search engine it is important to work on your keywords. Use targeted keywords in your content.

Like what has been mentioned, no fixed amount of backlinks. But, the more the better. Preferably having backlinks from sites with high PageRank.

Try submit articles, press releases, join forums and etc.

It depends on the keywords. I had my site rank #1 for a keyword (not a competitive keyword) in 8 days and another in 7 days.
