Sites That do not Pass on PR

I've heard that some sites, which themsleves have high PR, do not pass on any PR to sites they link to. Not because of anything the site owner does, but because Google blocks the site from passing on PR. An example I heard of was a PR10 statistics site.

Does Google prevent some sites from passing on PR in this way (I'm referring to sites that have high PR themselves, not sites that are banned or anything)?

If this does happen how can I identify such a site when buying text links?

Sites like del.icio.us who don't want Google to think they are a link farm simply insert a meta tag like this one into their pages:

meta name="robots" content="noarchive,nofollow,noindex"/

It simply states that there are a lot of outbound links on their web site, but they are making sure you don't get credit and their service stays valuable.

If you are thinking about advertising on sites and have any questions about that, check the meta tags of the site and make sure to ask the ad rep.

Well... generally sites dont use no-follow tags... the only reason to use them is to prevent google feel that the site being a link farm or something of that sort...

Google never itself blocks from passing PR... think this way.. its just a computer program running in the web and works under a set of instructions given to it...
