You're thinking of wannabe blackhats who use it to hide keywords and links. Bad idea. A hacker did that to one of my sites once and we didn't pick up on it for quite some time. There are legitimate uses for the tag, but it's not terribly prevalent.
Yes, as handsome rob says, it's being used by some to hide links. But there's many better ways for hiding links if that's what one wants to do. The legit ways of using it could be to provide navigation links if you're using a javascript menu/navigation.
