Google and the other search engines change their algorithm and ranking factors all the time. There's constant fluctuations in search traffic because of that, and changes in search trends etc.
If you're worried about algorithm changes then you're either paranoid or you're aware of you SEO not being diversified enough. Good SEO is also geared towards big algorithm changes e.g. not relying on singe link building methods, single sites, single on-page factors etc. etc.
Why waste time on maintaining a PPC campaign if there's a bigger payoff from the same time and money being spent on organic SEO? If it should ever happen that search engines make such big changes that I lose too much traffic, then I'll just begin with PPC at that point. And vice versa...
Making a statement like yours, that people should use both PPC and SEO, is almost the same as saying that people should use ALL internet marketing tactics available... No matter the website there's always methods that are more cost-effective than others (which might not even be PPC or SEO), and that's the methods you should focus on for the particular website.
